Members of Parliament have ratified key financing, livelihood, and livestock grant agreements between the Government of Sierra Leone, the International Fund for Agricultural Development (IFAD), and the African Development Bank (AfDB).
Deputy Minister of Finance I, Kadiatu Allieu, assured Parliament of the government’s readiness and capacity to implement the projects effectively. She emphasized that the grants would improve grassroots livelihoods and boost economic growth.
“We are committed to ensuring the successful implementation of these programs, which will significantly enhance the country’s economic development,” she said.
Chairman of the Finance Committee, Hon. Francis Kaisamba, highlighted that the grants were secured because the government met key international benchmarks. He described the project as a major step toward advancing livelihood and livestock management in the country.
“Climate change is a global issue that affects us all. It is essential to use these funds wisely, ensuring job creation for the youth. Parliament will exercise its oversight responsibility to ensure accountability,” Kaisamba stated.
Hon. Bash Kamara urged the government to adopt a more comprehensive approach to agricultural development beyond production, emphasizing the need to focus on the entire agricultural value chain.
Hon. Dr. Unpha Koroma drew attention to conflicts between livestock farmers and crop growers caused by cattle destroying plantations. He urged efforts toward resolving these disputes and enhancing market connectivity for rural communities.
“There is a need for funds to be used wisely and for the intended purpose. We must also support youth involved in informal sectors like motorbike riding by creating sustainable agricultural jobs,” Dr. Koroma suggested.
Deputy Opposition Leader, Hon. Daniel Koroma, emphasized Parliament’s role in not just ratifying agreements but also guiding project implementation. He stressed that the grants should align with the “Feed Salone” initiative aimed at enhancing food security.
“We must ensure due diligence in the grant process to benefit from similar future grants,” he said.
Opposition Leader, Hon. Abdul Kargbo, called for continuous monitoring and evaluation of agricultural projects to ensure the funds benefit end users. He also highlighted challenges in the urban transport sector, suggesting the need for long-term solutions beyond political differences.
Leader of Government Business, Hon. Matthew Nyuma, underscored the importance of meeting all grant conditions, including parliamentary approval, to ensure disbursement. He advocated for strict oversight and monitoring mechanisms outlined in the agreements.
“While we celebrate these grants, we must also consider potential risks such as project cancellations. We must follow the agreements to the letter to guarantee success,” Hon. Nyuma concluded.
The ratification signals Sierra Leone’s continued commitment to agricultural development, rural empowerment, and economic growth.
