Members of Parliament have scrutinized contractors over delays in the occupation of the newly constructed National Telecommunications Authority (NaTCA) office, raising concerns about accountability and transparency in the use of public funds.

During a Parliamentary Oversight Committee on Communications inquiry, MPs questioned representatives of ICC Construction Company about the prolonged delay. Despite the building’s completion, it remains unoccupied, prompting lawmakers to demand explanations.

Committee Chairman Hon. Boston Munda led the questioning, emphasizing that infrastructure projects only fulfill their purpose when they are in use. He urged the contractors to provide a clear timeline for addressing outstanding issues.

Responding to the concerns, ICC Construction representative Mr. Basma acknowledged that while the structure is technically ready, additional post-construction adjustments and approvals are required before full occupancy. He stressed the importance of immediate habitation to identify and resolve potential operational challenges.

MPs, however, expressed frustration over the setbacks, warning that further delays could lead to increased costs. They urged the construction company to expedite the process and collaborate closely with stakeholders to ensure a swift resolution.

Following the discussions, ICC Construction committed to handing over the building to NaTCA by March 31, 2025, a deadline that both the committee and NaTCA officials agreed to uphold. The committee is expected to monitor the progress and ensure the project is finalized without further setbacks.
