- The Government of Sierra Leone (GOSL) with support from the African Development Bank is implementing a 5-years JOB CREATION FOR YOUTH AND WOMEN IN CLIMATE SMART AGRICULTURE VALUE CHAINS AND WASTE MANAGEMENT (WOKDONCAM) Project. The WOKDONCAM project is a job growth-oriented project with social impacts whose ramifications cover job creation and employment, income generating activities, and poverty reduction and inclusivity.
- The services to be provided under this Assignment include:
- M & E System Design:
- Develop the Annual Monitoring Framework highlights risks and suggesting mitigations. The Framework should also include a Monitoring and Evaluation Plan and Quality Assurance requirements
- Elaborate, pilot and validate quantitative and qualitative monitoring tools as well as design the corresponding data collection procedures
- Develop an Information Management System that will accommodate the project activities, outputs and outcomes
- Contribute regular project results to be published on social media platforms
- Monitoring Implementation:
- Supervise and coordinate application of monitoring tools to track program performance in line with the Theory of Change and the M&E Plan
- Offer technical support to project staff in the implementation of their monitoring responsibilities to ensure correct and timely collection of monitoring data
- Manage and conduct qualitative monitoring among program beneficiaries and other stakeholders, such as surveys, focus group discussions, interviews and case studies
- Coordinate analysis of real-time program monitoring data collected monthly.
- Conduct analysis of quantitative data as well as qualitative data on all program inputs, outputs and outcomes periodically as agreed.
- Compile quantitative and qualitative monitoring results in visually attractive Monitoring Reports for internal and external audiences
- Support data queries in an accurate and timely manner Impact Evaluation:
- Support the process of designing, piloting and validating quantitative and qualitative evaluation tools for periodic evaluation exercises
- Support the coordination of impact survey administration and implementation
- Design data analysis in line with the projects Theory of Change and conduct impact data analysis on program outcomes
- Employment Operations:
- Create and maintain an accurate database on all Human Resources activities pertaining to the project staff
- Design, facilitate and maintain effective timesheets for all project staff
- Support the recruitment of project staff as and when necessary.
- General Responsibilities:
- Act in a professional manner to uphold the values of the Government of Sierra Leone and support and promote Diversity and Equality (especially women and girls).
- Be flexible and carry out other associated duties as may arise, develop or be assigned in line with the broader remit of the project.
- Abide by the policies, code of conduct and practices of the Office of the Vice President
- Treat with confidentiality any personal, private or sensitive information about individuals, partners and or beneficiaries or staff etc.
- The Minister of State, now invites eligible candidates to submit their application by providing detailed curriculum vitae including biodata, copies of academic and professional qualification, certificates and contact details. The duration of the contract is one (1) year, renewable subject to a satisfactory annual performance evaluation. The project lifespan is five years.
- The qualification and experience requirements for this position appear as follows:
- Degree in Degree in Business Administration, Economics, or related field.
- 5 years of experience in monitoring and evaluation.
- Experience in designing tools and strategies for data collection, analysis, and reporting.
- Proven ICT skills, especially in creating an Information Management System (IMS)
- Expertise in analysing data
- Knowledge of Human Resource systems and processes
- Eligibility criteria: establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated October 2015 which is available on the Bank’s website at: https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy. WOKDONCAM is under no obligation to shortlist any consultant who expresses interest.
