  1. The Government of Sierra Leone (GOSL) with support from the African Development Bank is implementing a 5-years JOB CREATION FOR YOUTH AND WOMEN IN CLIMATE SMART AGRICULTURE VALUE CHAINS AND WASTE MANAGEMENT (WOKDONCAM) Project.  The WOKDONCAM project is a job growth-oriented project with social impacts whose ramifications cover job creation and employment, income generating activities, and poverty reduction and inclusivity.
  2. The services to be provided under the Assignment include:
  3. Overall responsibility for implementing and managing the agreed FM system/ arrangements as well as supervising all accounts staff of the PIU.
  4. Lead the project in areas of budgeting, accounting, implementing internal controls, financial reporting and treasury management, and ensuring compliance with procedures;
  5. Develop and implement business processes improvement, installing financial and treasury procedures, and enhancing systems;
  6. Manage budget executions and vigorously controlling project costs. Monitor budget executions and progress, ensuring that activities executed are in line with the approved budget and within the budgeted expenditures;
  7. Lead in developing and implementing Financial Procedures Manual to streamline financial management practices within the project. The FPM will also contain the relevant accounting policies and standards adopted by the project in compliance with the chosen accounting framework.
  8. Lead in the budget preparation process and present the project budget to the Project Steering Committee (PSC) and the implementing Ministry.
  9. Supervise all staff and activities of the project financial management unit, provide career guidance to staff, performance reviews and measurement against targets agreed with subordinates.
  10. Facilitate the procurement and satisfactory installation/ operation of an accounting package for project accounting and ensure the provision of training to FM unit staff on its usage. Actively ensure that all relevant modules are operational, e.g. General ledger, advances/ accounts receivable ledger, contracts/ accounts payable ledger, petty cash, budget module, fixed assets ledger, stores, etc.;
  11. Ensure that all project accounting records, and bank accounts are up-to-date;
  12. Ensure efficient management of all project accounts including, the Special Account (SA) and ensure that advances are justified in line with the Bank rules. Monthly bank reconciliations should be performed timeously for all project accounts and reconciling items followed up on.
  13. Prepare quarterly and annual financial statements and ensure that these are submitted on a timely basis to the Bank.
  14. Develop standardized reporting formats for use by sub-project grantees or implementing partners (if applicable);
  15. Prepare monthly bank reconciliations for all bank accounts;
  16. Develop and maintain financial procedures manual within an agreed time;
  17. Establish/enhance systems of internal control (goods, consulting services, fixed assets);
  18. Prepare cash flow forecasts in consultation with the project coordinator;
  19. Prepare quarterly un-audited interim financial reports (IFRs) and annual financial statements for the project;
  20. Liaise with the internal/external auditors and follow up on any audit queries/management letters—external liaison—relationship management experience;
  21. Support the procurement process by monitoring, in conjunction with the procurement specialist and the financial management committee, the FM aspects of procurement of goods and services in accordance with the established guidelines;
  22. Review of procurement requests, contract invoices/supporting documents and withdrawal applications to ensure correctness and in line with established procedures before processing.
  23. Effectively maintain a schedule of project assets and actively monitor the assets to ensure that they are used for the purposes intended.
  24. Assist in field monitoring of projects and help track physical progress of projects against their expenditures.
  25. Carry out any other related tasks as assigned by the Project Coordinator/ Project Manager
  26. Implement a sound staff development/capacity building program for project staff and monitor performance against agreed financial performance Indicators
  • The Minister of State, now invites eligible candidates to submit their application by providing detailed curriculum vitae including biodata, copies of academic and professional qualification, certificates and contact details. The duration of the contract is one (1) year, renewable subject to a satisfactory annual performance evaluation. The project lifespan is five years.
  • The qualification and experience requirements for this position appear as follows:
  • An accounting qualification such as CPA, ACCA, ICEW, etc.
  • Ten (10) years of post-qualification experience of which four (4) years must be in a similar position preferably on donor funded projects.
  • Familiarity with usage of accounting software in recording, processing and preparation of financial reports.
  • Knowledgeable in the application of international accounting standards especially IPSAS, IFRS, and local accounting standards applicable in the X Country.
  • Extensive experience in planning, budgeting and financial controls management.
  • Good knowledge of best procurement practices, disbursement procedures and justification under donor funded projects.
  • Good management skills, interpersonal relationship skills, honest and the ability to community fluently in English.
  • Must be a team player and have the ability to meet deadlines.
  • Must be healthy and fit to undertake extensive field visits.
